On May 23rd, the official launch of the Tax-Enterprise High-level Dialogue and the signing ceremony of the Tax Compliance Cooperation Agreement took place at the group's headquarters in Tongxiang. Li Zhibin, a member of the Party Committee and Deputy Director of the Jiaxing Municipal Tax Bureau, along with his delegation, visited the group for research and guidance. They were warmly welcomed by Chen Xuehua, the Chairman of the group.

Li Zhibin highly acknowledged Huayou's remarkable achievements in recent years and its commitment to the integrated industrial development model of "two focuses and two transformations referring to the strategy of promoting industrial agglomeration, enterprise clustering, park-oriented development, and base-oriented development." The signing ceremony not only involves the provision of personalized tax services for large enterprises but also represents a significant step in implementing the "NO.1 Reform Project" aimed at optimizing and improving the business environment, as directed by the Zhejiang Provincial Party Committee.  Li expressed his hope that Huayou would continue to actively showcase its exemplary role as a signatory enterprise, engage in tax governance as a responsible entity, and shift the governance paradigm from being "governed by others" to "co-governance." He emphasized the importance of the Tax Compliance Cooperation Agreement becoming a prominent symbol of the company's development, contributing to its expansion and high-quality growth. Tax authorities at all levels will strive to establish a more robust mechanism, deliver more efficient services, and ensure increased satisfaction for enterprises, aiming to create the optimal business environment in Zhejiang. They will also provide professional tax guidance and process control, facilitating Huayou's transition from municipal-level to provincial-level tax compliance and ensuring a seamless journey for the company's development.

Chairman Chen expressed sincere gratitude for the care, support, and professional tax policy guidance provided by the provincial and municipal tax authorities to Huayou over the years. He emphasized that the Tax Compliance Cooperation Agreement would play a crucial role in providing the company with streamlined, reliable, and advanced tax services, supervision, and timely assistance in mitigating potential tax-related risks within its business processes. Moreover, it would foster a deeper, friendly, equal, trustworthy, and cooperative relationship between Huayou and the tax authorities, enabling the company to operate in full compliance. Chairman Chen stressed that maintaining the bottom line and adhering to compliance in business operations are not only fundamental guarantees for driving the company's high-quality development but also essential for Huayou's long-term stability and success throughout its century-long journey. Huayou is fully committed to fulfilling the Tax Compliance Cooperation Agreement with the highest standards, allocating optimal resources, developing well-thought-out plans, coordinating arrangements, and expediting progress. The company will closely collaborate with the tax authorities to solidify the joint provincial-level agreement among the two locations and three companies, working hand in hand with the provincial and municipal tax authorities to establish a benchmark and regional model for tax-enterprise cooperation.
